What is the difference between an under-reinforced beam and an under-designed beam in RCC?

Under Reinforcement Beam is the beam in which steel reinforcement fails first then Concrete i.e. steel reaches to it's yielding point before concrete.

Under Designed Beam is the beam, which is unable to resist the given load on beam and will fail if subjected to designed load.
