By nature, sand is an inert material and doesn't react with the cement or even with the aggregates.

It offers its surface to the cement film .

The sand particles coated with the cement film reach the crevices between the stones and then the cohesive mass known as the concrete is created.

If you do a microscopic examination of the cross section of the concrete , you shall find that the voids between the aggregates is filled up with sand coated with cement.
